Rain setters
These set rain the moment they switch in, without spending a turn. A rain team almost always starts here.
The payoff
Pokemon that profit from rain
Each of these has an ability that does nothing until rain is up, then changes the game.

Backup plan
Pokemon that learn Rain Dance
These can set rain with a move instead of an ability. It costs a turn and runs out, so it is usually the weaker option, but it opens the archetype to Pokemon outside the 2 that set it with an ability.
