VP is the constraint in Champions, not time. Pick a Pokemon, four moves and a held item to see what the set costs before you commit to building it.

Item VP0 VP

Only the item price is a VP figure. Items carry `vp_conversion` in the game files, so that number is real.

Moves carry a separate field, `tcost`, and it is 250 for every one of the 0 legal moves, the same value on all 920 rows in the move table. Nothing in the files says what unit that is, and it is not VP, so the move total here is a flat 0 across 0 moves rather than a price. The VP cost of stat point training is not in the files at all.

Full team

Six Pokemon at this item runs 0 VP in held items, before moves and stat training.
