Moves carry a separate field, `tcost`, and it is 250 for every one of the 0 legal moves — the same value on all 920 rows in the move table. Nothing in the files says what unit that is, and it is not VP, so the move total here is a flat 0 across 0 moves rather than a price. The VP cost of stat point training is not in the files at all.
